Singapore employers who engage a licensed employment agency have two main placement options: an overseas hire — a helper recruited from her home country — or a transfer helper who is currently in Singapore between employers. Both are handled entirely by your agency, and both have distinct advantages depending on your situation.

What Is an Overseas Hire?
An overseas hire (sometimes called a fresh hire) is a helper recruited from her home country — typically Myanmar, India, Bangladesh, Indonesia, Sri Lanka, or Manipur — who has not previously worked in Singapore (or has returned home after a previous stint). Your agency manages the entire process from sourcing to arrival.
How it works:
1. You select a profile from your agency's database.
2. Your agency applies for an In-Principle Approval (IPA) from MOM on your behalf.
3. The helper completes pre-departure requirements in her home country (medical examination, orientation programme).
4. She arrives in Singapore and your agency coordinates thumbprinting, medical examination, and the Settling-In Programme (SIP).
5. Employment begins, typically 4–8 weeks after you select the profile.
What Is a Transfer Helper?
A transfer helper is a Foreign Domestic Worker who is currently in Singapore — usually between employers — and is available for immediate or near-immediate deployment. Her work permit is still valid and she does not need to return to her home country. Your agency handles the permit transfer paperwork.
How it works:
1. The current employer has agreed to the transfer (or MOM allows it under specific circumstances).
2. You select a profile and conduct an interview (often in person or via video call arranged by the agency).
3. Your agency coordinates the work permit transfer with MOM.
4. Employment can begin within 1–2 weeks of completion of paperwork.
Comparing the Two Options
Timeline
Overseas hire: 4–8 weeks from profile selection to deployment. IPA processing, pre-departure requirements, and travel add time. Transfer: As little as 1–2 weeks. The helper is already in Singapore with a valid permit.Winner for urgent needs: Transfer helper.

Track Record Transparency
Overseas hire: Your agency relies on the training record, pre-departure assessments, and references from her home country. Transfer: The previous employer can provide a reference (your agency will help you assess this objectively). Always understand why the transfer is happening — not all transfers are employer-initiated.Important note: Always ask your consultant why a helper is on transfer. Legitimate reasons include the employer returning overseas, family downsizing, helper-employer mismatch, or changed household circumstances. A good agency will always explain this clearly.
Cost
Overseas hire: Typically includes IPA and SIP fees, pre-employment medical coordination, and airfare coordination. Total cost is structured and predictable. Transfer: No airfare involved. SIP not required unless it is her first time in Singapore. Generally a lower total placement cost.Winner on cost: Transfer helper (in most cases).
Profile Selection
Overseas hire: You have a broader pool to choose from — all nationalities across all training backgrounds available through the agency's network. Transfer: The available pool at any given time is more limited — only those currently between employers in Singapore.Winner for choice: Overseas hire.
